We are urgently looking for a Site HR Manager to be based at Vietnam. This requirement is for a Solar EPC Company for a 160MW Solar Project.
JOB DESCRIPTION: • Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing (i.e. Visa, Stamping etc.), compensation, health and welfare benefits, training and development, records management, safety and health, employee relations and retention, compliance as per local law and labor relations. • Manages human resources operations by recruiting, selecting, orienting, training, and disciplining staff; monitoring, appraising, maintaining compensation, designing systems; accumulating resources and resolving problems. • Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, developing action plans; analyzing results; initiating corrective actions. • Supports management by providing human resources advice, counsel, decisions; analyzing information and applications. • Complies the local legal requirements by studying existing and new legislation; adherence to requirements. • Designing the HR policy for workmen. • Acting as a consultant to line managers for the implementation of policies. • Carrying out formal consultation procedures on a variety of issues as required by law. • Preparing staff handbooks and to ensure that the workforce is aware of company policies. • Coordinate with Project Directors for mobilization and demobilization activities & act on advice of Head of HR to source workmen. • Plan the workmen requirement in consultation with Project Director and Head of HR and coordinate with placement agencies or consultants for recruitment of workmen. • Finalization of site allocation as per the requirements of the site. • Establishing and maintaining good relationships with workmen. • Assisting in the resolution of specific disciplinary or grievance cases, including acting as an arbitrator between the employee and the line manager. • Advising the employees about the proper procedures for carrying out negotiations and on the special regulations relating to employment and salary agreements. • Providing accurate advice on issues arising from employment contracts and legislation. • Ensure that grievance handling and disciplinary proceedings are carried out in line with company policy and local law. • Arranging for workmen to know the rules and regulations of living in the country including HR policies and procedures by conducting Induction Programs. • Visiting camps of workmen as and when required to ensure that workmen live in healthy and hygienic surroundings. Also making sure that workmen are not absent from duty without genuine reason while visiting camps on a surprise visit. • Coordinating with camp supervisors to ensure that the workmen have access to better facilities including food, infrastructure at camp, recreational facilities etc. • Coordinating for conducting Probationary evaluation of workmen with the respective Project Directors. • Coordinating with the Project Directors and other seniors on site for annual appraisal of workmen. • Settling any disputes related to workmen arising in camps and take disciplinary action as required in consultation with the Head of HR. • Identifying and compiling the training needs in consultation with the project directors. • Arranging and coordinating the training programs. • Responsible for employee engagement activities for the workmen on a periodic basis. • Conducting awareness sessions for workmen on health & hygiene. • Responsible for all HR and Administration functions at sites. • Setting up the Site and Camp facilities for Workmen and maintain the upkeep of site and camp offices. • Visa Arrangements as per the local law. • Facility Arrangements like Pantry, Canteen and other Hospitality management at camp/site. • Arrangement of basic needful like water, food, washroom, cafeteria at Camp/Site • Setting up the security arrangement at Camp/site. • Coordinate with site vendors for asset purchasing and subcontractors. • Liasioning with Local Govt. authorities. • Complete statutory compliance requirements as per local law. • Arrangement of First Aid kit • Audit at sites for HR compliance • Tie-up with Local Hospital in the case of any emergency.
